HP Smart Tank 7008 Driver lets a computer send print and scan jobs to the printer and use its copying functions correctly. A nearby computer can connect over USB. For wireless use, the printer can join the local network, so jobs do not depend on a cable connection. The software also gives the computer access to the scanner, which is necessary when bringing paper originals into digital files.

The HP Smart Tank 7008 uses four refillable ink tanks for printing and also carries flatbed scanning and copying hardware. Printing comes from HP Thermal Inkjet technology with HP 32XL black ink and HP 31 cyan, magenta, and yellow bottles. The scanner uses a CIS flatbed, with no automatic document feeder fitted. Originals therefore need to be placed on the glass one at a time. A two-line LCD and guided buttons provide local control.

ISO print speed reaches 15 ppm in black and 9 ppm in colour. Draft mode is faster, at up to 23 ppm for black pages and 22 ppm for colour. Black documents can reach 1200 x 1200 rendered dpi. Colour output goes as high as 4800 x 1200 optimized dpi when printed from a computer. The flatbed scans at up to 1200 dpi, and automatic duplex printing takes care of turning the paper for two-sided document jobs.

The main paper tray holds 250 sheets, compared with a 100-sheet capacity at the output. It accepts common sizes such as A4, A5, A6, and B5. Envelopes and selected postcard sizes can also be loaded. Custom sheets may measure from 88.9 x 127 mm up to 215.9 x 355.6 mm, while borderless output extends to 210 x 297 mm. Originals placed on the scanner glass can be as large as 216 x 297 mm.

A nearby computer can connect over Hi-Speed USB 2.0. Wireless jobs can travel over dual-band Wi-Fi, and Wi-Fi Direct can link a compatible device without using the normal network connection. Phones and tablets can print through Apple AirPrint, Mopria Print Service, HP Print Service Plugin, or HP Smart where supported. With the printer in its standard position, the body measures 42.75 x 36.40 x 19.86 cm and weighs 6.38 kg. The hardware has neither an Ethernet port nor a memory-card slot.
