HP Smart Tank 7002 combines colour printing with flatbed scanning and copying, but it has no fax hardware. Printing comes from an HP Thermal Inkjet printhead supplied by refillable tanks instead of cartridges. One HP 32XL bottle fills the black tank. Cyan, magenta, and yellow use HP 31 bottles. The CIS flatbed accepts one original at a time because no automatic document feeder is fitted. A two-line LCD and guided buttons provide local control.

ISO print speed reaches 15 ppm in black and 9 ppm in colour. Black documents can reach 1200 x 1200 rendered dpi. For colour output, the highest listed setting is 4800 x 1200 optimized dpi when the computer supplies 1200 input dpi. The scanner uses 1200 dpi optical resolution, which is suitable for detailed document and photo scans from the glass. Copying runs at up to 13 cpm in black or 6 cpm in colour.

The main tray holds as many as 250 sheets, though the output area stops at 100 sheets. Longer print runs may therefore require the finished pages to be removed before the input tray empties. Automatic duplexing turns ordinary documents without manual paper handling. Borderless printing reaches Letter or A4 size. Standard office sheets, smaller photo paper, cards, and envelopes share the same input tray, which also accepts Legal and custom sizes.
